Spre exemplu, \u00een domeniul bancar cerin\u021bele de raportare impuse de Banca Na\u021bional\u0103 (BNR) dup\u0103 o anumit\u0103 metodologie de calcul \u0219i p\u00e2n\u0103 la anumite termene, pot avea impact direct \u00een costurile b\u0103ncilor, dac\u0103 acestea nu respect\u0103 reglement\u0103rile referitoare la capital \u0219i lichiditate (Basel). \u00cen transportul aerian interna\u021bional de pasageri sunt cerin\u021be drastice de raportare a datelor pasagerilor \u00eenainte de sosirea \u00een \u021b\u0103rile destina\u021bie pentru aspecte de securitate sau s\u0103n\u0103tate (preven\u021bia \u0219i controlul bolilor). Alte reglement\u0103ri afecteaz\u0103 deopotriv\u0103 toate industriile, spre exemplu implementarea e-factur\u0103. Nerespectarea termenelor impuse de reglement\u0103rile specifice, poate duce la amenzi sau alte sanc\u021biuni financiare din partea reglementatorilor. Rela\u021biile cu autorit\u0103\u021bile de reglementare pot fi deteriorate. Ad\u0103ug\u00e2nd criticitatea consecin\u021belor nerespect\u0103rii termenului fix, se poate concluziona c\u0103 gestionarea schimb\u0103rilor \u00een cadrul proiectelor cu termen impus de un reglementator este o provocare colosal\u0103 pentru managerii de proiect. De aceea, schimb\u0103rile de reglement\u0103ri aduc \u00een mod inerent provoc\u0103ri referitoare la definirea cerin\u021belor, adesea cerin\u021bele fiind insuficient identificate sau detaliate. P\u0103r\u021bile interesate (stakeholderii) pot for\u021ba uneori perimetrul proiectului (scopul) pentru a adresa aspecte conexe. Condi\u021bii nea\u0219teptate din contextul proiectului (de exemplu, limit\u0103ri ale infrastructurii) pot declan\u0219a modific\u0103ri importante ale scopului proiectului. Aceasta permite identificarea rapid\u0103 a devia\u021biilor de la planificare \u0219i realocarea sarcinilor sau resurselor. Prin implementarea acestor practici, managerii de proiect se pot asigura c\u0103 proiectele lor r\u0103m\u00e2n pe cursul corect chiar \u0219i \u00een fa\u021ba schimb\u0103rilor nea\u0219teptate, respect\u00e2nd astfel termenele fixe impuse de reglement\u0103ri, f\u0103r\u0103 a sacrifica calitatea sau alte obiective ale proiectelor. Am aplicat aceast\u0103 metod\u0103 \u00eentr-un proiect bancar de raportare Basel 2 (Risk Wighted Assets) cu termen impus de reglementatori na\u021bionali \u0219i interna\u021bionali. Acest proiect a constat \u00een implementarea sistemului central de dat\u0103 warehouse (DW) al b\u0103ncii, alimentarea modelului central cu date din toate sistemele-surs\u0103 relevante \u0219i calcularea riscului ponderat al activelor bancare \u00eentr-un model de date dedicat. Am preluat proiectul \u00eentr-un moment ce necesit\u0103 un &#8222;turn around&#8221; pentru a reu\u0219i livrarea la termenul impus. Unul din elementele cheie l-a reprezentat adoptarea metodei lan\u021bului critic. Utilizarea practic\u0103 a metodei a constat \u00een estimarea tuturor activit\u0103\u021bilor cu durata de cel pu\u021bin 5 zile \u0219i ob\u021binerea de valori minimale \u0219i maximale ale acestor durate. Planificarea activit\u0103\u021bilor s-a realizat pe durata medie a fiec\u0103rei activit\u0103\u021bi. Din diferen\u021bele dintre valorile maximale \u0219i cele medii ale duratelor activit\u0103\u021bilor s-a constitut un tampon global de timp (buffer)&nbsp; la nivelul proiectului. Acesta a fost plasat pe lan\u021bul critic al activit\u0103\u021bilor, \u00eentre ultima de zi planificat\u0103 a proiectului \u0219i termenul impus de reglementator. Rolul tamponului a fost de a proteja termenul limit\u0103 impus. A reie\u0219it o planificare pe 6 luni cu untampon de timp (buffer) de aproximativ 20 de zile lucr\u0103toare, suficient pentru rea\u0219ezarea \u0219i livrarea sarcinilor<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span>\r\n<p aria-level=\"1\"><span data-contrast=\"auto\">Monitorizarea s\u0103pt\u0103m\u00e2nal\u0103 a proiectului avea \u00een vedere \u0219i eventuala actualizare a consumului de timp din &#8222;buffer&#8221;, respectiv durata \u00een zile r\u0103mase a tamponului. Aceasta a constituit \u0219i o scurt\u0103tur\u0103 de diagnosticare a progresului proiectului: propor\u021bia neconsumat\u0103 din buffer\/tampon fa\u021b\u0103 de propor\u021bia de timp r\u0103mas\u0103 p\u00e2n\u0103 la termenul impus. Datorit\u0103 num\u0103rului mare de aeroporturi, infrastructurii eterogene c\u00e2t \u0219i a necesit\u0103\u021bii de testare individual\u0103 \u00een fiecare aeroport, nu era fezabil\u0103 implementarea \u00eentr-un termen foarte scurt. \u00cen\u021beleg\u00e2nd complexitatea proiectului, <\/span><b><span data-contrast=\"auto\">ne-am asumat <\/span><\/b><span data-contrast=\"auto\">dep\u0103\u0219irea termenului de implementare, dar <\/span><b><span data-contrast=\"auto\">am \u00eemp\u0103rt\u0103\u0219it reglementatorului, transparent,<\/span><\/b><span data-contrast=\"auto\"> eforturile de implementare.
